I have had this issue for a very long time and I cannot figure it out no matter what i do. So, when I play any game I get stable fps until it randomly drops down to as low as 7 for no reason. the only thing I have linked this to is low cpu utilization. When my cpu utilization drops, so does my fps in game, any game. Attached is a screen shot my task manager and resource monitor while playing minecraft. In the sections where the utilization is up, my fps is around 70-100. When the utilization drops it is as low as 7fps. I have no idea what is causing this or what to do next. Please, any help you can give would be amazing. I have posted on here before and no one responded. Please help.
Things I have tried:
Taking out the batter(its a laptop)
chaning power options
upgrading from windows 7 to windows 10
reinstalling all games
checking bios
unparking cores
Please. I need help.
