GPU Clock Speed throttling to idle setting while in-game.

I recently purchased a brand new MSI GTX 980 Ti, installed, and started to play various games with some great results. But...while playing some games I noticed my MSI AfterBurner would say Im running my card at a clock speed of around 912-1139 MHz (This is its stand by mode or idle speed), what I should be running while in-game is around 1300-1400 Mhz (this is the cards OC mode). Sometimes my card will go up to those OC Mode speeds, but most of the time it Idles at low speeds even while playing games. This results in lower FPS like only 80-100 FPS when I could be getting 120-144 higher with that OC Mode. Looks like my card is throttling its clock speeds down and up at weird times, I have tried to the general suggestions like putting BIOS into performance mode and going into NVIDIA control panel setting too Preferred Performance mode.
Those have seemed to get my card idling around 1139 Mhz all the time, which is an improvment but still not the 1300-1400 Mhz I could be getting.

SUMMARY - Video card throttling is wack, how do I force it to have the highest clock speed while in game?

If you tell us your graphics cards temperatures at full load we can give you an answer.

Sometimes a unsucessful overclock makes the graphics card lower its clock speeds to prevent damage, have you manually overclocked your graphics card?
