Before asking this question I scoured the internet looking for potential fixes and I'm almost 100% certain that I've done everything right, so I don't think this is a standard beginner error.

What happens is that when the power button's pressed the blue LED lights up solidly, the fans power up, but the motherboard's light is amber and the PC doesn't output anything from the HDMI whether it's connected to the MB or the GPU.

I have absolutely no idea what my next move should be. Do I just keep sending components back and having them replaced until it works?

Solution
Almost 100% can leave few percent of chance something is wrongly put together. Take it out of the case and assemble with minimum parts. It's very easy to overlook something while mounted in the case.
