When I plug my fourth fan (cpu and three case fans) it will "kill" the other fans. It's not the fan itself but the header. Is the header fried or what's wrong? Maybe a bios setting?

I know it's not the fan because I've tried the fan in different headers, It's only that one header.

If I RMA the board and get the same thing will I have to do a new install of windows? If I do then I would probably get MSI 970 GAMING DDR3 2133 ATX AMD Motherboard because I see a lot of people have problems with my current mobo.

No long as its the same mobo from asus it'll work, if you buy a new board.
Make sure you don't add any more new hardware, upon boot windws may or may not accept it.
If it does it'll reconfigure your system to adjust to the new board, you will have to reactivate windows with microsoft.

Not a difficult process at all.
I don't think your fans are fried "yet" for starters what psu name and model number do you have, how many watts is it ?
Also the fan that won't spin up, how long have you had it and what model/name is it ?

it sounds like your computer psu may not be giving enough power to it.
If you want you can unplug the bottom fan, see if your 120mm big fan will kick on.
If it does that, that means you will need a better psu to fully power your computer.

I've had the whole system for a few weeks, built from brand new parts.

Like I said it's not the fans or the psu, It has to be the motherboard. I know it's not the fan because I've tried the fan in different headers. It can't be the PSU because it's 500w and I have a fx6300 and gtx 960... Very low power parts.

Alright, do what I suggested about the fans, unplug the bottom one only, connect the front and back and see what happens.
If it kicks on, you are not getting enough power, however if it does not power on...
Just to be sure test the fan in another computer, just hook it up hold it with your fingers at the top.
If it still does not power on, you just ruled out this fan is bad, depending on the maker and brand.
I could get you the info to do rma service, some companys will replace it for free if its under your warrenty.

Try this out for me, once you find out something, come back and we'll go from there.
I know you think its the mobo, but its not the problem, I've had that mobo years ago and it was problematic with a bios chip.
Thats another nightmare story I rather not think about, but you're mobo should be ok.

Like I said in my fist post, I've tested the fans and they're fine. If I unplug all my fans and only plug one(Dosen't matter whitch, it happens to all of them) into CHA_FAN1 it will "kill it". Whatever fan I plug into CHA_FAN1 "dies" or doesn't get enough power.
