Ebay buyer protection is good, they favor the buyer in almost all disputes.
Look for a used card at auction from a seller with good feedback and pay with paypal.
Do not buy from a retailer who must make a profit on the deal.
A used seller is usually upgrading and is happy to get what they can from their old card.
Look for EVGA cards they will often still have a transferrable warranty.

pcpartpicker.com shows the prices of a lot of stores that sell gpu's or whatever in your area, or you can try something used. If your looking for some secret store that sells gpu's at dramatically lower prices than common stores like newegg or amazon I dont think that exists.
I typically recommend against buying used cards, especially from Ebay.
PCpartpicker is the best place to find the cheapest price for new cards, but if you are on a really tight budget check out EVGA's B-Stock cards.

go with newegg or amazon dont get a used 900 series card but you could get a used 700 series card off ebay if you really want to a 760 and 770 are still really good cards and on ebay they are cheap.
