as the title says.. My cpu fan turns off and on after a few seconds..my Fan curves are good but i dont think the gpu is following the Custom fan Curves that ive set up.. I have a Strix gtx 960 using Asus Gpu tweak. My fan curves is 0 until it reaches like 45c..but that doesnt happen when im not gaming and still the fan spikes up and down..

Im guessing you are talking about the fans and not the GPU itself. The answer is yes, it is safe. Some manufacturers even ship their cards with a feature to turn off the fans when it is not under heavy load.

The chances are you're hovering around 45C while you browse and so your fans turn on and very quickly put the GPU temperature down below the threshold, which makes them turn off. As long as you're not seeing high temperatures while browsing or any stability problems you should be fine. You can force the fans to change state less often using a program like MSI Afterburner.

well as i said from the first post..i am currently using a software called Asus Gpu tweak which is identical to Msi afterburner.. and also i already set a custom fan curves so that my fans wont turn on unless it reaches a specific temperature..

Those are interesting readings. It's hard to know why it happens, but the strix program should have an advanced options menu with an option that allows you to make your fan change its setting less often. That should help you out not getting those little spikes. You also have a curve threshold that's sitting pretty close to your idle temps. Does increasing that threshold (moving the first dot in the fan curve to the right) help?

You can see in the Afterburner picture the option i'm talking about.
