Performance drop after changing cpu ratio in bios

So, yesterday after my pc was running a bit loud i decided to underclock my cpu to make it run quiter. The pc ran not that slow to be honest and was pretty quitely however today i reseted the ratio to stock settings and lost a ton of fps in games like cs: go where i ussualy had 100 fps and now i am stuck between 50-60.
so far i have already tried to reinstall the game, reseting my windows to stock without losing my files with the windows recovery option and i also tried to set my bios to load the opti,ized defaults. so far nothing worked out any ideas what this could be?
Specs;
Intel i3-6100
msi b150m bazooka mobo
2133mhz ram ddr4 kingstomn hyperx fury
nox 650w urano vx pretty cheezy psu but its fine because i am using the intel hd and no dedicated gpu

i just changed the cpu ratio to 8 making it clock to 0.8ghz and the intel hd speed to 400mhz speed and the memory to 1333mhz, also changed the ring ratio

ok no i didnt use anything just the windows task manager and went on the ressource monitor to see if everything was working correctly and it was, the cpu was running at 0.8 ghz and the ram was 1333mhz, i am running windows 10 btw.
what do you mean by a complete reset of the bios? i already did load the optimized defualts and updated the bios version
