Crossfire issues or mobo issues?

My computer:
fx 8350 with h100i gtx
2 r9 380 4gb in crossfire
32 gb ram
240 gb ssd and 2 tb hdd
msi 970 gaming mobo
antec 1000 hcp platinum psu

i recently upgraded my psu my psu cause performance was suffering from power choking, but every time I boot my pc my computer doesn't recognize my second gpu installed. In bios it doesn't detect anything in the slot. The fans are spinning and I know the card is hooked up because once I take it out and put it back in it works.
How can I permanently fix this issue so that I don't have to take my card out every time I boot my pc?

I think it was the power cable.
I connected the gpu cables to different rails. I just put them on the same rails.
I can't say for sure if it works right now, because I removed the gpu and put it back in and it always works after that, so I will let you know in a day.

It didn't work.
I think my computer is ghosting my second gpu!??
I'm getting the same fps and everything in games, my first graphics card is still running at x8, but my computer just isn't picking anything up
