Face it, If it really is overheating then your pump is not working right or is air-locked.
Now the pump not working right could be as simple as you forgot to connect to the cpu fan header, cpu fan profile set too low in the bios, or something.

Cooler is definitely not working properly whether you believe it is or not. Are you overclocked? Voltages used? Did you overtighten the mount? Do you hear the pump and fans working? Set the fans to turbo/maximum? You may have a faulty cooler and needs to be replaced for a new one but try remounting the cooler, finger tighten the screws, use a new thermal paste before you go through replacing it.

The pomp and fans correctly working.
Voltage used are ok.
Fans are turbo or max.
I changed my cooling system 2 time.
Many times after setting up bios my system doesnt boot and after several times to boot tell:
Overclock faild......

Agreed, not sure why it would be overclocked before you can even get the temperatures stable. What is your idle temps? What is your voltage set too? My 6700K with the H100I GTX liquid cooler idle temp is 22C And stress testing only brings it to 58C and thats with a 4.6ghz OC.
