Does HIS make boards for PowerColor cards?

I just built my first rig and I installed a PowerColor R9 390. I recently noticed that CPU-Z shows the graphics board manufacturer as "Hightech Information Systems, Ltd. (HIS)." Is it common in the hardware world that a GPU manufacturer will make or produce parts that are used by another GPU manufacturer?

Solution
Yes I think HIS and Powercolor has some sort of agreement in place where they help in production of the cards. Nothing to worry about if its a PowerColor R9 390 then that's what it is. You don't really hear of HIS GPUs anymore like you used to so they either join force or Powercolor brought them out. Nothing to worry about.
