[INTERNET] RIDICULOUS Slow Speeds!

This started about a week ago, my internet in 7Mbps download and lately its been ridiculously slow, youtube videos will limit there bandwidth to about 400Kbps making it buffer even at 240p. i called my ISP and they say everything is fine, Yeah, Right... any way to fix this? almost forgot steam downloads at BITS per second and im lucky to see 400KBps

wifi, yes
neighbor has a more powerful router, probs not, my PC picks up there wifi but its only 10% signal strength while i have 80-100% signal strength on my wifi

Have you tried running Speed Test (from a server located close to your area) to get an objective idea of your speed. Could you post your results here. Ideally this should be done from a wired connection to eliminate wifi problems. Here is an example of mine:

I usually get a few Mbps faster, but my wife is streaming Netflix in the other room.

Speedtest got my fullspeed with about 6.5Mbps

That is with a wired connection? If so, then you are having issues with your wifi. What band are you connecting to? Is it 2.4GHz (and if so, which version of 802.11n) or 5GHz band?

How strong is your signal to the laptop in question? For that matter what laptop make and model do you have? What version of Windows are you using?

Everything in my room runs off of WiFi
2.4Ghz
signal on my DESKTOP is 80-100%
8.1 64Bit
Accepts 802.11b, 802.11g and 802.11n connections
also i dont have a router, my modem has wifi built in
