100% CPU and unable to update windows

I have tried to upgrade a 10 years old PC. This are the PC specifications: http://goo.gl/tnKDAs

I have removed windows XP and installed windows 7. Also it was 1gb ram and I have added 2gb more.

Now the pc works better but the cpu is almost always at 100% even without any program open or only some tabs in the browser.

Other problem is that I can't update through windows update. It give me different errors that I have tried searching on google for a solution but nothing works for me. (For example windows fix it software and windows update fixer).

Is this a windows problem or I need to upgrade any other hardware component like the processor?

Yeah I have already looked to the processes. There is some process called svchost.exe that is using a lot of CPU but I remove the process and some timme later it is there again.
