when writing into my external hdd the writing speed starts off with 70-80MB/s then falls off to 5 MB/s. I even enabled writing cache ..Please help

Have you tried to transfer a single big file?(instead of many small ones let's say) In case you haven't, you can try that and see if the issue persists.
In case it does, unfortunately there's a chance that the drive is failing.
My suggestion would be to back up the data stored on the drive until you sort this out.
After that, you can just test it with some of these: http://www.tomshardware.co.uk/forum/282651-32-best-diagnostic-testing-utility
The results should show the overall health status of the drive.
It will also not hurt to attach the drive with a different USB cable to another USB port.(or even different system).
