I have a core 2 duo ,8gb and i edit video without any problem .The i3 4th generation is 70% better than the core 2 duo

i3 4150 4th generation with 16gb ram is good for video editing ? adobe premiere recommends only a core 2 duo as minimun and 8gb ram .I have a core 2 duo and 8gb ram . I have made some videos without effects and I do not have any problem the only thing is that I playback the videos on 1/4 of quality

Well a i3 isn't what I call the video editing processor, it has newer process and better instruction sets.
Though the CPU is only a duo core, i5 is a quad core, i7 is a Quad core with hyperthreading (This processor is what I call a video editing processor).

Basically you upgraded into a processor that is only negligibly better than you last one.

The i3 will be fine for rendering videos but it does depend on how fast you want to render those videos. If you go with the i3 it would be better than say something that is the same in AMD terms as intel focus on single core performance where AMD tend to focus on the amount of cores they can add to 1 chip.

I render videos my self in 1080p @ 60FPS for youtube and other media. If you have a Nvidia GPU then you will be able to use CUDA or OpenGL which can boot the rendering times so that it renders quicker. It does this by using your CPU and GPU to render the video as a graphics card is faster.
