Is it worth upgrading from a i5-3350P to a i7-4790k

i would use the older 1155 cpu and mb till it failed then switch to the newer skylake cpu and mb. the newer i7 will be slightly faster but it gone end of life with the newer cpu out. your better off using the old cpu till it dies.

Probably not, but it depends on what use it for. If you're gaming at less than 4k and don't do other CPU-intensive tasks, save the money. If you have a top-end GPU and decent overclocking motherboard (Z87 or Z97 chipset) already and not getting the performance you expect, then the CPU upgrade might be worth it.
