Intel I5 4690K - Reaches 100% usage too easily.

I am very worried about my CPU because it reaches 100% load when playing Rocket League. A generally non CPU intensive game (I think). It has come to the point where I lag when my song on soundcloud changes. And my fps lowers below 144 when watching a video or something on my other monitor. I would like some help deriving the problem and finding a solution. Here are my full specs, the processor is 4690k not 3690k by the way.

Hey,

Few things for you to do:

Can you take a picture of your task manager, under the performance tab and then the cpu tab.

Could you go into your Power options, select high performance, click change plan settings, click change advanced power settings scroll down to processor power management and make sure that maximum processor state is at 100%.
