I've just built a new PC, and I installed a new power supply in my old one to give to my mother. The problem is, it's not doing anything. Everything worked before, the only thing I've changed is RAM, and power supply.

I've made sure that the following are plugged in:
8 pin CPU
22 pin motherboard
gpu
hdd
and fans.
I've tried running with 1 stick of RAM, and i've also tried running without the gpu plugged in.

Solution
I don't care for the XT series from XFX , they are Seasonic designed but the construction was outsourced to Shenzhen Rui Sheng Yuan Technology , I would get a better quality PSU , then proceed .

Motherboard: Gigabyte 990FXA-UD3
CPU: AMD FX-8320 @ 4.5ghz
CPU Cooler: Hyper212 EVO
Case: Corsair 230t
GPU: Sapphire TRI-X R9 290
HDD: Seagate Barracuda 1tb
RAM: G.Skill Ripjaws X 1600mhz
PSU: XFX XT 600

Yes I've double checked, and yes, the PSU is on.

Well since you double checked the physical connections, best thing from there would be to take the case button out of the equation and see if its a case problem before you start having to play with known good PSU's or ripping the system apart. Since your motherboard doesn't have a power button on board, you can try manually triggering the power with a screwdriver at the front header pins. If it powers on, it means there's a problem with the cases power button, if it doesn't then it at least takes that simple potential issue out of the mix.

The problem is, I can't access the switch with the corsair 230t, it's blocked off.

My recent new build had the same problem - nothing makes your heart sink quite like an expensive new build that won't boot! The problem in my case was that that the motherboard's BIOS needed flashed so the mobo and RAM would talk to each other. Give it a go if the other solutions don't work!

I didn't change them, all I did was switch out the power supply. They worked before.

You can't flash the motherboard if the PC doesn't turn on, and you probably had a different issue honestly.

This is what we're talking about:

This does the same thing as pushing a working power button.

I tried switching, still is not working.

Yep we know. Just trying to remove all the possible problems. By confirming the board does or does not turn on when manually switched you're taking out possible issues that could complicate matters. Buttons are physical switches and over time they degrade. With something as simple as an on/off switch it could just be fate decided to pick now to kill it off. Its likely not the culprit but I've seen a bad switch turn a simple problem in to a day long diagnostic pain in the ass.

Well was with a shot. Now comes the fun of testing it out with known good parts. Do you still have access to your old PSU and RAM?

I don't really know what more I can do. I've double checked everything and it should work.

No, I built my new PC, used some parts from the old one, including the power supply. So with my old PC, I had to get a new PSU, RAM, and HDD for it.

Well, if you made sure the power switch was plugged into the exact correct spot as your motherboard manual says (also make sure the positive side of the power switch cable is not plugged into the negative; common mistake), I'd then think motherboard is DOA. BUt really make sure the power switch cable positive is not plugged into the negative side.
