If you go on bestbuy and look at CyberPowerPC - Gamer Ultra Desktop - AMD FX-Series - 8GB Memory - 1TB Hard Drive - Black/Blue this is my computer I am wondering if it could run gta 5 with mods or without with a stable 30+ fps I am used to playing on low or medium setting my pc plays ark survival evolved at around 30 fps on low so I'm pretty sure it can but I would like to be safe first

Short anwser is most likely not. your graphics card is far below the minimum required specs for the game.
Minimum specifications:

Processor: Intel Core 2 Quad CPU Q6600 @ 2.40GHz (4 CPUs) / AMD Phenom 9850 Quad-Core Processor (4 CPUs) @ 2.5GHz.
Memory: 4GB.
Video Card: NVIDIA 9800 GT 1GB / AMD HD 4870 1GB (DX 10, 10.1, *11)
Sound Card: 100% DirectX 10 compatible.
HDD Space: 65GB.
DVD Drive.

A r7 240 (the graphics card your computer has) is equivalent to a hd 4670 for AMD or Nvidia 8800GS listed below...
