First time building PC, CPU & Liquid Cooling?

Is an Intel i5 4460 CPU good?
I will be using it mainly for Streaming videos, Photoshop, programming, and maybe some light gaming.
I won't be buying a graphics card because this CPU has integrated graphics.

Also, will the stock Intel fan be okay for it? If not can you guys recommend me some fans that aren't so loud and no more than $100.
I won't be overclocking, but I wouldn't mind trying liquid cooling either, mostly because they are quiet. I don't know much about that but if there are any good liquid coolers under $100 then please list them also!

ok cool that helps. You're case has a max height of 157mm for a CPU cooler. You won't be able to fit any large profile heatsinks in there. I'd avoid the Cooler Master Hyper 212 Evo as well since while its stock height is 155mm, depending on your RAM you may have to raise the fan up. You also wouldn't be able to fit a Cryorig H5.

For air cooling, I'd recommend the M9i

For air cooling there are ton of options out there. Hamperking mentioned the NH-D15. I have this cooler, I love this cooler, you don't need this cooler. Its big, weighs a ton, costs more than a single fan liquid cooling setup and depending on your case and motherboard you may not even be able to install it. I'd look at something like a Cryorig M9i or Cooler Master Hyper 212 Evo for basic quiet cooling. A step up from that would be the Cryorig H7, and then from there a Cryorig H5 Universal. Lately I've been loving the Cryorigs over a lot of other solutions because they come in shorter than a lot of larger coolers, cool as well and also the models I mentioned don't overhang the RAM slots of your motherboard.

However for the build you're looking at, water cooling really isnt needed and the performance you'd get from an H7 would be equal to an H80i if you're not overclocking. Air cooling will also be a good deal cheaper.

So i have decided to go with the Cryorig H7 (For now...)

Do you think it will fit in my case? And which one would be better, the H7 or the Pure Rock?
 
Wouldn't recommend the Pure Rock, its basically the Hyper 212 Evo but under a different name. Exact same performance (which isn't bad mind you), same over lap of the RAM channels, same 155mm height. The fan is a quieter fan than the Evo's but not as quiet as the H7. The H7 out performs it by a about 6 degrees under load, has no RAM over lap, and is shorter at 145mm. Unless the H7 is prohibitively more expensive ($5 difference in the states) or not available in your area I cant really see a reason not to go for it.
