Can't Select Boot Order in BIOS (new build)

Recently I just finished a new build and I got up to the point at which I was installing windows. I inserted the disk into the optical drive (I made sure everything was connected correctly). It boots into the BIOS, and from there I can't select the boot order. I can't select the "Hard disk boot priority" option in the BIOS. I'm using the Gigabyte GA-Z170-HD3P motherboard. No matter what I do, it boots into the BIOS and not off the disk.

Specs:
CPU: i5-6500
Memory: 16GB Aegis
GPU: Gigabyte GTX 980 Ti G1 Gaming

OK, see if any of these options works:
a) try resetting the BIOS.... if that doesn't work,
b) Temporarily disconnect the HDD so you can set the optical drive as main boot drive,
c) Or either switch the data cable between both drives.

EDIT: Again I missed a detail... didn't read where removing the Samsung SSD doesnt help, so ignore that bit of info (b).

Bump. This is very frustrating. I'm not sure if I'm just not looking in the right place or if I did something wrong hardware-wise. I can hear the disk spinning in the optical drive, so I think that's working. But when I press F12 to go into the boot menu for example, nothing's there. And in the BIOS I simply can't select the boot priority setting. Hope that clears it up since I realize I may have been a bit confusing at first. Any help would be greatly appreciated.

No, I think you misunderstood me. The problem isn't that I can only boot it in one way, it's just that whatever I do I just get thrown into the BIOS. I simply cannot change the setting that has to do with the boot order priority. I'm also using a 240GB Samsung SSD, but I get the same problems when I remove it.
