Best affordable PSU for i5 4690K / GTX 970?

I am unfortunately among the several people that have underestimated the PSU on their build. Result : System shuts down abruptly on GPU intensive applications since a few months ago. Stress test on CPU for a few minutes produces no shutdown, stress test on GPU produces shutdown after a few seconds/few minutes.

MSI Z97 Gaming 5
i5 4690k
MSI GTX 970
Corsair VS650
(Yes, you may insult me)

My first question :
What would you guys recommend as a stable replacement PSU? I was looking to get the EVGA B2 750W (sells for 90€ here). Are there any better options at this price range? Knowing that I am planning to upgrade to a GTX 980 Ti in the future.

Second and most important question :
As of recently also, my GPU will make very distinguishable coil whine noises during heavy load (Intensive games and stress tests). I already know that the Corsair VS650 (Tier 4 ...) is likely the cause of these shutdowns, however could it also cause the coil whine issue on my GPU or should I expect that my GTX 970 is now defective due to these shutdowns?

The 750 B2 would be fine, don't go for a G1 series though, pretty junky compared to the G2 and B2 series of PSU's, i have the 850B2 and crossfired 2 R9 390's on it as well. also running a 3570k overclocked to 4.4Ghz as well (albeit at 1.15v) stable system. no crashes related to power stability or anything.

B2 is a pretty quality line of psu's and id recommend them to anyone looking for a budget but great psu. i had the 750 B2 in my last system with X fired r9 270's as well. it did just fine too.

You should need more than a 750 B2 for a 970 and 4690k. WITH overclocking included. as i do both on a 850B2 with a 3570k and a R9 390.
