Solution
Hmm so its nearly a 19inch monitor, you're best bet is 1280x960 or 1280x1024.
See if windows 10 has better refresh rates for 70 there, if so test it and see if you like taskbar and desktop icons lining up.
Change your desktop icons to small or hide them, it'll be less stress on the vga and windows when its working full time.

If your still keen on using 1366x768 by a new monitor or tv and use it.

This would be something that will work in your situation.

i read other tomshardware post stating that vga cannot be scale and dont have the perfect screen fit because it is analog. so if i use dvi to vga converter would it fix the problem?

my monitor is lenovo d186 wide. it is 18.5 inch. max res is 1366x768. right now im using max res. i notice that i cant change my refresh rate, its like its lock at 60 hertz at 1366x768. and at the monitor tab, the only refresh rate option is 60 hertz.
