Mouse not responding after Windows has loaded.

Hi. My mouse is not [strike]booting up[/strike] working when I enter windows 10 the pc boots normally but when I enter desktop the mouse does not respond until I unplug it from the usb slot then put it into a different slot then put it back into the standard slot?

Make sure that in your BIOS, you enable detection/use of USB mouse and keyboard. It could also be that that particular driver in Win10 loads last or is set to load automatically but delayed. Something to look into.

that's another problem I'm having, I can't enter the uefi bios screen, its just displaying a black screen with the cursor, I think that is because I am using a tv as a monitor and it doesn't support the resolution the bios is displaying at

the tv shouldnt make a difference. It might be that since windows 10 loads so fast, you dont see the boot dialog.
Click the Start menu and select Settings.
Select Update and Security.
Click Recovery.
Under Advanced startup, click Restart now. ...
Select Troubleshoot.
Choose Advanced options.
Select UEFI Firmware Settings.
Click Restart to restart the system and enter UEFI (BIOS).
