Low FPS with high end graphics card

I am having an issue after I bought my graphics card that games i should be able to run smoothly (Such as " Tom Clancy's: Rainbow 6 Seige" -OR- More recently "The Culling" I am getting only a max of 50-60 FPS, This being said I play EXTREMELY intesive games and get the same frame rate.. "ARK: Survival" -OR- "Dying Light"

My question is what is the reason for the FPS being so low, My graphics card should be able to run it at 150+,
Could it be my CPU or something else??

One other thing to note is it doesnt matter the settings I play on in any of the games, The frame rate is usually the same.
 
Solution
For a start, you motherboard power delivery system (VRM) is too weak to run that CPU properly on the motherboard. The new GPU is probably causing the CPU to work a lot harder and in intense situations, the motherboard starts to over heat and the whole system throttles back to prevent permanent damage.

To test if this is so, play with your case open and use a zip tie to temporarily fit a case fan to blow directly on your VRMs, the components located om your motherboard between the Socket and the rear I/O shield.

This is a very common problem with your configuration.

i agree sounds like the vrm is over heating take a look at this link looks like the thermap design of this mobo u have isnt good with ur proc
