i can´t play any modern games in this pc due to massive stuttering

Well that card is low end so thats why you should upgrade your gpu, say what budget you have and we can find one for you.

Ya you seem to have neglected the GPU on this build if you only have a 730 paired with a 4590.

Your graphics card is your problem, it's at best only marginally faster than the integrated graphics on your CPU. You really need something in the GTX 750Ti or R7 360 range at absolute minimum to play modern titles at a decent framerate.

A GTX750Ti will run on even a decent 300W PSU. For anything stronger, tell us what PSU you have (brand and model please, not just wattage) and your budget for an upgrade.

Vamp is right the GT 730 is an entry level GPU at best. What is your budget for a new GPU? Let everyone know and we'll post some options, your CPU is good so once you upgrade the GPU you'll be ready to rock & roll.
