NVIDIA Drivers Are All Screwed Up

So a few days ago while playing The Witness & listening to podcasts, the game started stuttering and eventually led to a red screen crash that froze my computer and looped audio. After some searching around, it was apparently the new 364.47 drivers causing the instability. So i used DDU in safe mode, rebooted the system and tried installing both the 362.00 and 361.91 drivers (during different failed attempts that is, not at the same time) but no matter what I'm left with absolutely no GeForce Experience booting up regularly in my system tray and no Nvidia Control Panel when I right click the desktop. I can find it in control panel, but it simply doesn't open.

Ok so another problem which has happened before. I installed the new hotfix drivers 164.51, but once GeForce Experience opens it prompts me for the 362.51 drivers... Which I already just installed. No matter how many times I go through it, it still appears.

Also, still no NVIDIA Control Panel.
 
Whenever encountering such issues, the approach I take is:

1. Uninstall all things nvidia, reboot.
2. Use a registry cleaner to clean the registry of all things nvidia, reboot
3. Re-install drivers and accessory utilities.

Do not let windows install anything when it detects new hardware on reboot and make sure to disable Windows from installing any hardware drivers at any time whatsoever before beginning the above.
