i'm upgrade a system for office-use which i'm considering to replace mobo+cpu+ram since the old system is too old (Windows XP)

replacement list
Mobo : cheapest Asrock or MSI with usb3.0 i can find at store
Ram : Kingston ddr3 1600 4GB
CPU + GPU : AMD APU A4-6300 or intel Celeron G1840

PSU : old one seem fine it Coolermaster something 400W

for usage i want it to capable for
+use os windows 10 home

+GIMP / small photo editing software

any recommendation? is this spec enough ? (cost is strict ,i dont want to go beyond this)

Well, 4GB of RAM rapidly becomes a bottleneck these days. I'm not sure about memory management improvements from 7 to 10 but I haven't noticed. For anything serious you need 8GB these days, plus it's really only $5-10 more. As for iGPU, the A4 is stronger. But the reason for avoiding the A4/Celeron chips? They just have an awful price/performance ratio. You get a whole lot more by spending $20 more, and a chip that will cope with daily usage a lot better.. Specifically higher clocks, better graphics and more cores in AMDs case.
Well, here are two $200 builds that should work. I assume $200 is okay, or local equivalent. I'd stay away from the A4 and Celeron chips personally, and get 8GB of RAM and a new PSU.

my upgrade excluded Case and PSU (using old one) only Mobo ,CPU and Ram is needed ,

i think 4GB is ok since windows 7 work really fine with it BUT i'm not sure if Windows 10 better at memory management
than 7 (but i think i heard it's better) so i assume its a little better and stop at 4GB of Ram.
maybe you can tell me why do i need 8GB? or is the OS eat much Ram than Windows 7?

only thing that is unknown to me is AMD APU and Intel integrate graphic , i've no experience with them at all.
but as you suggest may i ask ,why avoid A4 and Celeron?
