84% of 16g Ram used Idle Windows 10 64bit

Hello

I have noticed an issue with my new pc build. Currently having issues with pc being idle and ram usage going up and closing apps does nothing to lower it. Currently pc is running with MSI afterburner running, MSI mobo app running, Google chrome open with 2 tabs Twitch and this site and also hexchat. I can restart the computer and all is normal. I can also game and notice no issues with it staying up high. I can close games and ram will return back to normal.

Part 2 with pc showing what I have SS. I loaded up The Division and ran around for a bit and ram went up to 94% used. I know for sure this game takes up more then that when playing and had no issues with game at 60fps. <---- Not sure if this info will help at all.

Part 3 gamed The Division for 12hrs after this post. Ram never went above 50% use. Letting it Idle tonight.
