Looking to upgrade CPU and Motherboard.

Hello.
I am 15 years old and a while ago I built my first pc.
I ended up building this: https://www.youtube.com/watch?v=jUKWYtUc9Tg which was ideal for my uses at the time. I added in the GTX 750ti FTW into the build. I believe that my CPU and Motherboard is now keeping back this GPU that I put in it and i'm looking to upgrade both the motherboard and cpu. My budget for the cpu and motherboard would be around $250 together. Any suggestions would be greatly appreciated and please note that I do not know much about this topic and if I am wrong to assume that it is my CPU and motherboard holding my GPU back then please correct me accordingly.

The main game I play is CS:GO where I currently get around 50-60 fps and I'm looking to at least get this above 100fps. Thank you :)

My current specs are:
AMD A6-7400K
Asus A78M-E
8GB G.SKILL 1866MHz RAM
1TB Western Digital Blue Hard Drive
Rosewill FBM-01
GTX 750ti FTW
 


You realize the i5 4440 costs $184? The 860k costs $80. i5 processors are only worth it with 380 level of performance or better.

I really don't see the point of getting a GPU that won't give me that much of an upgrade where I can put funds elsewhere.
I also don't mind getting a high end processor now but is the motherboard going to be able to keep up? Is it better to spend your money on the CPU rather than the motherboard? I'm just a bit curious as I don't have that much money so I want to be cautious with this purchase.
