GTA V Runs Worse Than Before

I loaded up GTA V PC and it was stuck on the loading screen... But then I was able to get it to load and now it runs very badly getting 10-15fps on lowest settings - note it ran at 45-63fps previously with very high settings - I wanted to know if there was an explanation for why it's doing this. Thanks!

There was a Windows update but after that I uninstalled and reinstalled all drivers and re-downloaded all game files
