Pc won't boot, no beep, no led HDD and Power Led

My pc won't boot, there is no signal on monitor. No beep sound at startup. Fan is on but led HDD is off and led of power button is off.

-- I checked RAM, booted with just one RAM and after change.
-- I checked the cable connector from pc to monitor, it's ok
-- I tryed to boot pc without RAM but no beep sound
-- I tryed to clear cmos and remove battery but nothing
-- I tryed to boot pc without HDD, HUB USB, DVD PLAYER but nothing , no beep.

Any ideas to resolve the problem?

FEATURES OF MY PC:
Model: Acer Aspire M1201
RAM: Acer x2 1GB
Video Card: Integrated ati radeon 2100
Processor: AMD Athlon x2 64 4850e
Motherboard: Acer RS740DVF

Look on the back of the case tower.

Look at where the cord from the mains Socket connects to the power supply unit of the tower case.
You should see on the power supply unit at the back near where the cord plugs in what we call a rocker switch.

It has two modes, on and Isolation setting.
Move the rocker switch to its other position.

Press the power button the front of your computer case.
And it should power up.

There isn't a button at the back of my pc.
