In Passmark benchmarks results there are 146 Optiplex 390 systems tested.
Best 2D results ( 3D results for that GPU ):
809: Radeon HD 6700 (1514)
806 Radeon HD 6700 (281)
787: Radeon HD 5450 (1514)
764: GTX 560 (3232)
731: Intel HD [Integrated graphics i3-2120] (211)
Best 3D results (2D results for that GPU ):
6262 : GTX 960 (676)
3950 : GTX 750 Ti (678)
3716 : GTX 750 Ti (648)
3646 : GTX 750 Ti (707)
3644 : GTX 750 Ti (764)
Based on the above, I'd say the GTX 750- Ti is the clear winner. That one has the advantage of being compact and using low power. Choose the most compact design ans the Optiplex is famous for having very little space for gprahics cards. Check the power supply as well, against the recommnedation fro the monimal power supply for the GTX 75- Ti.
