Laptop CPU Clock Speed Drops

It started like around 2 Months ago, when I realized my laptop has a problem. I'm running Windows 10 on a Acer Aspire S3-391, and I opened the task manager, the CPU clock speed keeps going up to 2.5 GHz, down to 0.9 GHz, goes up again to 2.5 GHz, and down again. It keeps repeating. This makes my laptop performance in games low, and when i'm playing CS:GO on low settings, the FPS is only around 15-20.

Please somebody send me an answer.

Here's my Laptop specs:
-Intel Core i5-3317u, 1.7 GHz - 2.5 GHz
-Intel Graphics 4000 2GB
-RAM 4GB
-HDD 500GB

If it used to be at 2.5 all the time during load, then you probably just need to clean the dust out. If it was never at 2.5 during load, it's probably a cooling issue due to the laptop's design. If that happens when there's no load, then that's just normal background use.

I've tried applying this solution on my laptop, and i figured it out that it still didn't work. Any other solutions please? Thanks.

What means that? You still haven't stated which of those conditions you are experiencing. From the looks of it, that model is actually a 1.4GHz i3, but you'll need to give us the full model number to know for sure

It's the Acer Aspire S3-391-53314G52-NX.M1FSN.004.
 


That clears up the model issue, though it just makes cooling a bigger concern. Try playing with a cold pack (not ice, self contained pack) under the hottest part of the case. If the FPS jumps up, you've got temperature problems. If not, come back and there may be other suggestions.
