What is the best budget sound card???

What is the most budget sound card but with decent or higher audio quality,and do sound card make a huge difference rather than on-board,and if so can i use 5.1 surround system with 7.1sound card??

Depends on what you're comparing it to. What are your current system specs now, and what speakers/receiver/headphones are you hoping to use?

And yes, a 5.1 system works just fine with 7.1 equipment (you just don't use all the outputs).

The onboard sound from this Gigabyte motherboard is good enough to play classical music through my hi fi system without wincing. It is not as good as my $500 CD player, but it is good enough to enjoy the music.
The 7.1 sound card that I bought for $35 for my old PC was OK as well

My advice is, don't buy an expensive soundcard unless your speakers and amp cost as much as your PC!!

My advice would be to try with what you have and see if you like it. Board audio isn't what it used to be, and a decent current board will make most people happy (at least in my experience).

Professional recording equipment is usually what puts people over the edge to go with pro-cards (true audiophiles being the exception), but unless your equipment is extremely high-end.....you're probably not going to notice an appreciable difference.
