Do two displays with the same resolution but different sizes consume the same amount of resources ?

No. At least I don't think so. Smaller monitor, less resources. Same goes for any variation, really. Lower FPS, less resources. Lower resolution, less resources. Same would go for size of the display.

No it doesn't matter if one is a 27" 1080p monitor or a the other a 23" 1080p monitor. The pixels the gpu needs to render are the same.

There would be a difference from the wall, but not anything to do with the power supply in the computer.
Bigger screen almost always needs more power. Provided both are using same screen technology (TN, IPS, whatever else) and are about as old. (not brand new and five years old)
Power consumption is usually listed in display specs though.
