Samsung 850 Pro SSD Drive Will Not Format in Windows 10 - Stuck in RAW

I just removed an older SATA3 SSD and plugged in the new one, the Samsung 850 Pro SSD using the same SATA3 cable and power supply. It shows up fine in Windows Disk Management but I can't get the drive to format and so it is stuck in RAW. The drive shows up fine in Samsung Magician software and it says the drive status is Healthy, AHCI is on, SATA3 connected, but it will not format. I've also tried in Powershell with no luck. My next attempt will be either to boot with a DOS CD and try there or my Windows 10 Repair Disk...

Thanks for any help.

I've tried that. No luck! I tried booting into FreeDOS and formatting, formatting as FAT, formatting from the Win install image, formatting from Diskpart...no luck!

This thing is going back to the store tomorrow!
