New build, but hiccups occurs while playing games? Is issue CPU-related?

I'm new to PC building. I built this yesterday and I noticed that when I play games like GTA V, AC Unity, and Dying Light, I'm receiving this kind of hiccups that "doesn't stop the game's time"... It looks like the game is processing continously, no lags, no low fps, but it pauses for a second and continues to do that especially when I started moving around. The game Rust on the other hand doesn't have this issue. Please help. Is it because of the CPU? Do I need to upload my BIOS via USB? (I don't have a CD drive yet.)
In general: Smooth gameplay (no low fps) BUT It have stuttering problems that doesn't stop the game's "time", or it doesn't slow it down.

EDIT: it's more of a "skipping lag", it skips a second or two in game time
I'm using stock cpu fan

My guess is yes, it's related to your CPU. What's interesting is that from just reading the title of your thread, and seeing the word "hiccups" I assumed that you had a Pentium chip. Why? Because it's dual core and does not have hyper threading. Many games, GTA V especially, require four core CPUs. Even though an Intel Core i3 CPU has two physical threads, it also has two additional virtual cores with hyper-threading. My suggestion is to either return or sell the Pentium and then buy the lease expensive Core i3 that fits your motherboard socket (LGA 1150).

Addendum: I'm guessing that you paid $60 - $65 for your Pentium chip. An i3 CPU would probably cost $125 - $130. You'd be well advise to pay the $60 difference.
