Whenever i play some demanding games, automactically, my PC is force to reboot. When it's force to reboot, it won't even load bios nor the OS. This even happens sometimes without playing any games. Force to reboot, and can't load BIOS or OS. I had to forcefully shut it down and put it on hoping that it would boot properly back, or at least wait for hrs and then try putting it on back for it to work.

Specs:
AMD r290
i5 4460
CX600M bronze
SSD 250
HDD 1TB
8GB ram
Gigabyte motherboard.

no overheating.

Solution
pc run fine with the rails run a little above or below the atx spec that was posted above. on the 12v rail the min is 11.6v
having a power supply drop close to that is not good. a a tech i seen power supply burn out mb and drives. the cx unit you have is not a good unit look under towns hardware guild power supply tier list it way down there.

How old is this build?

For an R9 290 you should have a very good quality 650w+ PSU. Being that yours is slightly lower in wattage and isn't nearly as robust....my first suspicion would be that, especially if it's starting to age now.

Have you monitored this (12v rail) into the failure?

uhh, so if it falls below 12 it means somethings wrong? The problem is that...i might not even be able to check my 12 V rail if i just crash immediately while loading, for example, Resident evil 6.

Some instructions for logging,

Download hwinfo32,

http://www.hwinfo.com/download32.html

You can open hwinfo32,after that open the sensor window by checking sensors only=V,
after that click run, then click at the bottom "Logging start" ,
after that choose a name and place for the log. like Hwinfolog at your desktop.Leave it open and do game/stresstest or whatever you do until a crash. The log will end at that point but will be saved.
You can look at the log yourself with either excel or libre office calc (freeware).

but is .2 drop that significant? i mean..its only .2 drop. Must it always be at 12 and over? I'm don't understand much in depth in these things. Would be glad if you can explain.
also, would this affect my other hardware? the sudden shut-downs etc. and i've also constantly force shut down and on my desktop back and forth for it to work after the crash. normally if i wait for around 5hrs it would reboot properly back, just sometimes i got impatient. Does this have any effects on my other hardware ?

im ordering a Corsair RM Series, RM850, 850 Watt (850W), Fully Modular Power Supply, 80+ Gold Certified. Am i suppose to fear that my other hardware would also start giving trouble because of this?
