If it's a "smart TV", yes. Most smart TV sets allows you to connect an external hard drive to it via USB.
Ordinary (non-smart) TV sets don't have the required recording software, and probably no USB port either, so you can't use them for recording to a hard drive).

You could buy a PVR device such as https://www.alza.co.uk/hyundai-dvb-4h631-pvr-black-d2645245.htm?kampan=adeupla-uk_low_produkty_dvb-t-pozemni&country=GB&gclid=CPWNmcCNvssCFdYK0wodIr4JPw to take the TV input and record onto an external drive. However, there is a cost and it takes time to set up. However, Philip was right in that if it is not a smart tv, it will not be able to record.
