Which graphis card and cpu do you have exactly? The exact model. Here the system requirements for GTA V:

I don't know your exact spec and configuration, but looking at the information you give, I just predict you can run the game. But if you play, then probably 1920*1080 pixel resolution or lower like 1280*720. And you have to dial back most settings down, so it doesn't look that flashy and you get 30 fps I suppose.
