Xbox One controller causing GTA V to lag on Windows 10.

It used to run 60fps just fine with high/very-high settings, but suddenly it got slow.
Loading takes forever, and it gives me a message telling me activation is taking longer than usual, and then when I get into the game, the world loads in front of me and I get very bad fps.
It's like my PC got crappier, but I know it hasn't because only GTA V gives me these problems.

I did a clean install for my GPU drivers, but it hasn't helped.

GPU: nvidia GTX 770
CPU: Intel i5 4690
Ram: 8gb

Update: I have now found out that my issues are being cause by the Xbox One controller that I'm using. it didn't happen before and I discovered it by chance. when it's connected, my game runs horribly (long loading, lag etc...), but when it's not, the game runs just fine with no issues.
Can anybody give me a solution or a reason for this?

Not a solution, but I have a similar problem with Fallout 4: game runs super slow but all my other games run pretty good. I'm only getting 7 FPS and that's at the character creation screen. All I did lately was install the newest Nvidia drivers.
