Blue screen of death, reformatted, can't finish install/boot to windows, computer continually reboots

I was simply browsing the web and started experiencing some lag. I had 10-12 tabs open, the screen flickered, then blue screen of death. I was able to restart in safe mode. I figured the problem was software related. I hadn't reformatted in a while, so I decided to reinstall windows. The install process went fine until the "finalizing" step. Upon boot-up, my screen would go black, the graphics card fan would increase RPMs, then my computer restarts. After this second reboot, I was given the option to starting in safe mod. However, I can no longer go in safe mode, because the install was not completed. I suspect this issue is video card related, but I don't have a way to verify this. Any thoughts.

I should note, that in recent months I've received "no video" prompts while loading windows. I thought it was a loose VGA adaptor. I tightened it and had no problems until now.

Specs:

Windows 7
Asus P5Q Deluxe Motherboard
Intel Core TM 2 E8500
8gb DDR2 800 Memory
Nvidia 280 gfx

I'm well aware that my PC is ancient. I'm hoping to find a cheap fix as money is tight right now.

You are correct, my bad. Ok turn off your pc and pull the power cord out of the the back of the PSU, then push and hold the pc power button for like 10 secs. Then try to remove the Gpu and replace it into another PCIe slot, then try to see i9f it boots from there. IF that doesn't work you can also try same procedure with your RAM in each slot..
