Ok, I have this issue with my pc.
Specs:
i7 4820k
asus x79 deluxe motherboard
evga gtx 780 ftw
western digital cavier blue hard drive
evga 750w supernova b2 psu

so whenever i start up, it goes to the desktop but when i try to go over an icon or click one my cursor turns to the circle and stays like that

help?

Ya that was one of the two issues I found (the other being the start menu wouldn't work) Someone else might have found a better way to fix it by now but I refreshed (option that left the files alone but deleted my programs) and it worked just fine.
