Upgrading GPU, computer has 250 watt psu.

I'm currently looking for a GPU upgrade for my office computer. The specs of the computer are:
Pentium D 830 3.0 ghz
4 gigs ddr 2 ram
250 watt psu
windows 7 home premium 64 bit
Monitor resolution is 1920x1080

The current graphics card is a Nvidia geforce 7100 GS. The computer is a office computer, its primary use is basic web browsing, video streaming (youtube, twitch, netflix), and light gaming. The reason why i'm just upgrading the GPU instead of building a new computer is that i just want the machine to stream HD videos from youtube etc, and play some low spec modern games like stardew valley or titan souls.

I'm trying to limit my budget to around $50 Canadian before shipping and taxes. I was looking at these two cards as possible upgrades. EVGA GeForce GT 610 DirectX 11 01G-P3-2615-RX 1GB 64-Bit DDR3 PCI Express 2.0 x16 HDCP Ready Video Card and MSI Radeon HD 6450 DirectX 11 R6450-MD1GD3/LP 1GB 64-Bit DDR3 PCI Express 2.1 x16 HDCP Ready Low Profile Ready Video Card.

I wanna know if either of these cards are able to run on the 250 watt psu and be able to do what i want them to do, or if there are better options for me.

With either one of those you will need a better power supply. For the NVIDIA one you need at least a 300watt psu and the ATI you will need a 400watt one. GPUs that are low power enough to run on your power supply will barely even be able to push a 720p screen
 
His current gpu runs on his psu and can do 1080p. Even lower performing gpus can do 1080p just fine like the one in my old laptop. As far as psu requirements, the ones you listed are guesstimated and actual psu requirements have to be calculated per the system in question. Like a 6450 can run no problem on a 200w psu, it's only a 18w gpu.

But the issue here is that power hungry cpu. Even those low end gpus is too close for me to suggest with an aged psu. To be sure, I'd need the psu info .Check the psu label. Do you have the pc model number? Or you can just take a pic of the label.
 
Take that $50, add another $50 to it and replace your system with a used Core 2 Duo tower with about a 2.5+ ghz CPU.

If you get a decent business system it should have a good quality 280+ watt power supply. A Core 2 Duo system can stream HD without an add-on video card. Then if you want some gaming on that, get a Radeon 7750 or a nVidia 730 GDDR5. Spending the value of that old system on a card when you can replace the full thing with a newer faster computer does not make sense. You can sell your current system for $50 probably and make back what you spent on the replacement.

the pc is a Dell Dimension 9100. However the old power supply died 5 years ago and was replaced with a Bestec 250-12z rev D2 unit, part number 5187-1098. Also to answer hang-the-9, i'm currently unable to do that. Right now i'm off on medical leave from work for the next 3 months, and also i do have a dedicated gaming computer. Currently my gaming computer is not running because the 750 Watt psu in that failed and i'm waiting on a replacement for it. I'm hoping to get away with just putting a new gpu in my office computer so my family can stream some videos in HD without any lag and i can play some older games while i wait for the new PSU to come in.
