PC turns on on first boot, but on subsequent boots, I do not have USB power or video of any sorts.

I have recently built a PC for gaming. When I go to boot it, it works fine. When I shut it off and turn it back on, it comes on (fans spin, lights are lit) but i have no USB power or video, but there is no beeps. The only way to fix this is remove the GPU and reset CMOS, then plug the GPU back in.

My Motherboard is an asus Z97-A ATX LGA1150
My CPU is an Intel i5-4690k
My GPU is an EVGA GTX 980 Superclocked ACX 2.0
The OS is windows 10 68 Bit
And I have 16GB of RAM

I've already RMA'd the GPU, motherboard, and power supply. I've disassembled and reassembled the computer multiple times. I've checked RAM, and that's good.

However, I was looking around and saw that someone had the exact same issue, and they had to turn off secure boot. I went to try that myself, and it was grayed out. I looked around and saw that turning off CSM on my motherboard let you turn off secure boot, but in my case, it did not.

At this point I'm about to say "screw it" and buy a new motherboard and go with an i5-6600k. Hopefully I don't need to, though.

I've been having quite a similar issue with a Gigabyte Z97 board and one key thing seems to be "FAST BOOT", turn this OFF.

I've had fast boot on for 6 months, but something recently has changed and when restarting (utilising fast boot) there are major issues, but from a cold boot (does not utilise fast boot at this point) its far more stable.
