PCIE 3.0 x16 slot only run at x2 speed

i have gtx 960 asus strix 4gb installed on PCIE3 Slot x16 but it can only reach x2 speed (see pict link below), how can i increase the speed to x16, my mobo asrock z77 extreme 3 usign windows 10 64 bit

many mobo's share bandwith between slots


also most mobos need you to use slot 1 for a gpu for max performance
