I5 3570k/ computer running very slow after updating gpu. But wait there's more!

Hello and thank you for your time if you look over this. After a full day of troubleshooting I think the cpu is the best place to start asking for help.

So my original setup was:

I5 3570k @3.4ghz
On an asrock z77 pro 3
8 gb ddr3 memory
580gb hdd / 2 tb hdd for storage.
And an EVGA gtx 650 ti boost.
Windows 10
Edit: Corsair cx600 psu


I bought the game the division and was running it smoothly 60fps on low with no issues. Along with other games like h1z1 bf4 on high with some render distance slightly turned down for 60fps.

After playing the division on low I decided to treat myself to a EVGA gtx 970 4gb ddr5 ssc.

I first installed the card like normal. Uninstalled current drivers for Nvidia and the Intel on board using ddu, powered down and installed the gtx 970, at first I was unable to install the driver. It kept failing, I tried manually doing it through device manager but would get the code 28 error. I realized during the time I was trying to install the driver the device manager kept switching the 970 between detected as gtx 970 under the display adapters, and after a handful of minutes would be undetected as an vga compatible controller. Hence the code 28. After trying to run ddu again it finally boooted up and I was able to install the driver successfully.

Ecstatic to see the performance boost I jumped straight into the division. After spending 20 minutes at the one and only loading screen to find myself at 10-15 fps on low I realized something was wrong. And now I'm here.

Also something to note: every time I turn on my computer there is an undetected video controller listed in the device manager. I've gotten used to just uninstalling it everytime. If I update it, I get bsod system thread not handled igdkmd64.sys hinting it is the onboard Intel 4000 graphics. I've tried ddu to get rid of it. The bios for north bridge is set on pci-e so I don't know where else to go with that. But it was occurring with the 650 ti with no problems to performance.

One thing I notice when trying any sort of game is that my cpu usage ramps to 100% and the core speed on all cores will drop to about 1k mhz. It happens at default clock 3.4ghz and oc at 4.0ghz and 4.2ghz. If I close any game I try to run the core speed will return to whatever they were set at. Which is the only issue I can even find semi relevant in my situation.

I'll try to shorten this. Everything I've tried:

Re-reinstalling gpu drivers, I've tried current and 2 previous versions. All perform the same.

Tried installing the gpu driver with only one Monitor enabled/plugged in

Update all other drivers/windows.

No updates available for bios that I can find.

Alternate pci e slot installation for socket troubleshooting. Same result.

Checked storage, at least 100 gb free

Checked temperatures. Hwmonitor claims my cpu is at 98°c and speed fan claims its around 70 both on idle which is hot either way but not sure what's going on there. Also noted no change in this given it ran fine with current cooling with the gtx 650 ti.

Disabled cpu throttling to ensure the heat thing was not the cause.

Tried oc to 4.0ghz and 4.2ghz (temperatures did not fluctuate much and no issues occurred aside from ramping down to 1kmhz on all cores no matter what the core speed was clocked to with cpu throttling enabled and disabled.

There might be more but it was a long day. At this point I'm close to buying new everything else. But I see all the threads with this set up running fine and am at a loss. Either way. Thanks for your time it probably was a lot to read.

I'm open to any idea.

I don't suppose you have another machine you can try the 970 in.

Beyond that, I'd try wiping Windows, and if that fails, it's probably the 970 itself. RMA/return it.
Well, it does sound like, for whatever reason, the Intel driver is taking control. The fact that Windows keeps re-detecting the GPU is pretty much proof the driver isn't installing right.

What probably happened (this happened to me once) is after you uninstalled the old GPU driver, Windows went ahead and started to re-install it. You shut down, swapped GPUs, and boom, driver hell.

Short term: Reboot in safemode and use DDU to kill any instances of the NVIDIA driver. Reboot back into safemode, then manually install the latest certified WHQL driver.

It's also possible the PSU is holding you back, and the GPU isn't receiving enough power.

I've tried ddu from safemode into safe mode manually installing now same results :c I've read most people with this setup ar running fine with 550+ psu though. Still in same boat

i do have one i will try it in. also my psu is a corsair gs600 not cx my mistake.

as to reloading windows, i cannot at the moment. my hard drive is easily 10 yrs old and came in a prebuilt bestbuy computer that i built around and replaced everything but the hard drive, it hasn't given me any issues to believe it needed to be replaced. but thus my activation key for windows is long long gone. maybe i will pick up a ssd and a new copy.. at this point i'm just half tempted to replace everything else. :/
