[SOLVED] Temporarily Unavailable problem

Hi, I just got my MacBook air from Ebay, but when try to install the a new OS i get "temporarily unavailable" what do i do? i can't even start up my Mac Normally, it always brings me back to Recovery. i can't even boot it to safe mode or any other mode either. I'm stuck in the recovery, I have a 2010 MacBook Air running mountain lion OS. any suggestions? I'm connected to wifi, I already "erase" the disk.

Solution
Mavericks is only available nowadays to people who have previously downloaded Mavericks. You need to use the Apple ID that was originally used to register the computer. Alternatively, download El Capitan on a different Mac and create a USB installer.
