OP The CPU , RAM , MOBO are incompatible with eachother you need to do some more research . You can play GTA5 on very high , but with really bad fps . The cpu and gpu arent good enough to play this game on very high . I would suggest to get atleast an I5-4590 and a R9 380/380X . Im with an I5-6600k and a 390X and I must say that it runs butter smooth with everything maxed out in 1080p . This game runs great on AMD video cards and the 380/380X will perform on par or better than the GTX960.

Hey,

The build listed will NOT work at all, the I5 4460 is LGA1150 whereas the motherboard you listed is an LGA1151. Also the DDR4 RAM is incompatible with the i5 4460.

Besides from that, it will run all the modern games, but not on ultra high. This is down to the GTX 750 Ti. Although it is a great graphics card for cheap, you will want something a bit better for that. For what you are describing, something like a GTX 970 is suitable.

Getting used parts can be a great way to get to save money, but it is always a gamble, the part may not work properly, and if it does it may work for a bit and then break with no warranty. It will run GTA on high/very high well.

For your second question... I just have a great interest in computers and enjoy helping people with them. It is not my job, just a hobby. But I do have a pretty substantial knowledge on them. For the PC I built in PC PartPicker, no it was not random pieces of hardware.
