Quietest Case and CPU fans? Big difference between stock fans and after purchase?

I need the quietest case fans out in the market. 120/140mm. Also CPU fan to replace the one which came with my Hyper 212 EVO.
Is there going to be a lot of difference compared to my stock Define S fans?
I sit right next to my PC and its pretty audible despite having low fan speed.

I'm surprised that the GP-14's are noisy. You're running them pretty slow?

My inclination would be to replace the entire heatsink/fan combination. A larger heatsink could be cooled at a lower RPM. I would choose from one of these at the top of the list. Note that those with reference fans will require you to buy Noctua (reference) replacement fans for the heatsink. I would try to choose one that comes with good fans already.

Yes, I'm using 2 GP-14 fans in my Define S. The HDD:s are in the back of the case, so I have no harddrive cages.
For my build, here are the specs:

Intel 4690K w/ Cooler Master Hyper 212 Evo stock fan
Z97 MSI S-02
GTX 970 EVGA SSC ACX 2.0+
8GB DDR3 1600mhz RAM
Samsung 850 Evo 256gb
WD Black 2.5" 500GB HDD
EVGA Supernova G2 750W


I thought my build was going to be super quiet with the passive cooled GPU and PSU but my case fans seem to make quiet a bit of noise. It can be just me wanting a near silent PC but how can I achieve that?
Looked at Be Quiet Pure Wing 2 and Fractal Design Venturi but are they the most quiet? And can I slap one on my CPU cooler or is there special CPU fans?
